POSTULATES

1.0.  Drug Costs.

        1.0.1.  No advertising by drug companies.

                   This will remove a large cost from the price of drugs.
   

1.0.2.

No sales reps from drug companies.* The drug companies will be forbidden to have sales representatives. The position of drug detailer will be outlawed. No representative of the drug companies will visit physicians. This will remove a large cost from the price of drugs.

       1.0.3.  Physicians will get the results of research from the "Approved Drugs Center"

2.0.  Physician Costs.

        Two factors are driving the charges of physicians: (1) the small supply of physicians and (2) the cost of malpractice insurance premiums.

        2.0.1. The small supply of physicians.

                  One of the reasons the charges by physicians are obscenely high is because the supply
                  of physicians is restricted. Three things will be done to increase the supply of medical
                  personnel.

                  2.0.1.1.  "Free" education.

                                 2.0.1.1.1.  Any American citizen with an IQ of at least the 90th percentile
                                                  will be eligible for a "free" medical education.

                                 2.0.1.1.2.  Any participant in this program will be taxed 5% on their gross
                                                  income for the rest of their life. This revenue will be used to fund
                                                  other participants.

                                 2.0.1.1.3.  Federal loans will be available for them to open their offices

                  2.0.1.2.  Nurse Practioner.

                                 2.0.1.2.1.  This position will be created by Federal Law.

                                 2.0.1.2.2.  Aspirants for this position may participate in the "free" education
                                                  program.

                                 2.0.1.2.3.  Federal loans will be available for them to open their offices.

                   2.0.1.3.  Physician Training Schools.

                                 2.0.1.3.1.  Every Federal hospital will become a Medical School.

                                 2.0.1.3.2.  Foreign Medical Schools will be inspected and approved for the
                                                  program. Israel is training some fine physicians.

        2.0.2.  Costs of Malpractice Insurance.

                   Remove the costs of malpractice insurance premiums from the cost of health care.
                   Forbid suing physicians for malpractice. In return, create a Competency Board and
                   remove incompetent physicians from the practice of medicine.

3.0.  Maximum charge. The drug companies, physicians, hospital, and all related entities will be
        forbidden to charge anyone more than the lowest negotiated price. It is obscene for an
        individual to be charged more than the price that a large corporation has negotiated.

ANCILLARY POSTULATES.

1.0.  Foreign medical personnel will be forbidden to enter the United States. They are needed
        in their home countries. America should not facilitate the "brain drain" of other countries.
        The U.S. should train its own citizens for these positions.
