RATIONALE FOR THE ORGANIZATION.

1.0.  An organization is created to produce products or services.

        The school system was created to educate people.

2.0. Tasks must be performed to produce the products/services.

       2.1. The tasks that must be performed are delineated.

       2.2. Similar tasks are grouped together, and are assigned to the same
              position/job.

3.0. A person is selected to perform the tasks of each position/job.

      3.1. Objective tests are selected. Each test is correlated with a task or tasks.

      3.2. The tests are administered to each applicant.

      3.3. The applicants are ranked according to their scores on the tests.

      3.4. The person who has a higher score on a test will perform the related task
             better than the person who has a lower score on that test.

            2.1.1. Trained in evaluating objective tests used to evaluate people.

                     Learning Specialist.
            2.1.3. Administers tests to quantify the abilities of students.

       2.2. Finance Specialist.
             2.2.1. Accounts for money that is turned over to the school system.
             2.2.2. Accounts for money that is spent by the school system.

2.4. Learning Coordinator for one school (Principal).
      2.4.1. Hires one of the high scoring Learning Specialist after that the People
               Evaluation Specialist has determined which applicants are qualified for the
               position/job.
      2.4.2. Develops innovative new ways to positively reinforce learning behavior of
               students.
      2.4.3. Many other tasks that will be delineated.

2.5. Learning Coordinator for the county (superintendent).
      2.5.1. Recommends to the Board of Education who to hire for the position(s) of
               School Learning Coordinator.
      2.5.2. Maintains a Training Program to prepare several people to perform the tasks
               of Learning Coordinator for the county.
      2.5.3. Many other tasks that will be delineated.

MINIMUM QUALIFICATIONS FOR THE POSITION OF
LEARNING COORDINATOR FOR THE COUNTY.

1.0. General Mental Ability.

The Learning Coordinator for the County must have an IQ that ranks at least the 70th percentile on each of three prominent IQ tests. S/he must have the general mental ability that is at least as great as that possessed by the brightest 30 percent of the population. The Learning Coordinator for the county should be selected from the top scoring 3,000 people in a randomly selected sample of 10,000 people.

A degree from a university is not an indicator of General Mental Ability. Many people with fair-to-middling IQ's have university degrees.

2.0. Ability to Reason.

The Learning Coordinator for the County must have the ability to reason that ranks up to at least the 70th percentile on the Test of Critical Reasoning. S/he must have the ability to reason that is at least as great as that possessed by the brightest 30 percent of the population. The Learning Coordinator for the county should be selected from the top scoring 3,000 people in a randomly selected sample of 10,000 people.

A degree from a university is not an indicator of an ability to reason. Many people with fair-to-middling ability to reason have university degrees.

3.0. Master's Degree in the Science of Learning.

The Learning Coordinator for the County will be coordinating many Learning Specialists and other specialists who are working to educate the young citizens of the county. It is imperative that s/he know the science of learning. [What is the most effective schedule of reinforcement for shaping operants? What is programmed instructions?]

4.0. A College Degree with a major in one of the subjects that will be taught in the
       county schools.
