Motivation.
There must be a reward for the drive that is motivating the productive behavior of the worker. Behavior that is positively rewarded will be repeated. There are many drives that cause the behavior that is needed to produce our goods and services. There must be some satiation of the drive (a reward) that caused the behavior. The reward must not be large. A large reward will change the motivation to hoarding. The reward should only be large enough to bring about a repetition of the profitably behavior. Hoarding behavior changes the focus from doing the job to acquiring money.
