The philosophy of all of these solutions is based on Behaviorial Science and Economics.
National Socialism is rejected as a philosophy to solve the problems of society. This philosophy wants the government to control the production of the service, and to control the distribution of the service. This will not solve the problem. People work to improve their condition. Increased work effort must result in increased reward. When there is no reward for increased effort, people will not put forth the increased effort. Motivation. There must be some reward for the drive that is motivating the productive behavior of the worker. There are many drives that cause the behavior that is needed to produce our goods and services. There must be some satiation of the drive (a reward) that caused the behavior. The reward must not be large. This will change the motivation to greed. The reward should only be large enough to bring about a repetition of the profitably behavior.
The cost of Health Care is very expensive. There are several factors that contribute to this high cost. (1) The consumer cannot comparison shop. Imagine a system that was constructed so that you had to buy groceries without knowing the prices of the items. Imagine buying your clothes without knowing the prices. Allow people to know the prices of each health care provider (2) Anytime the supply of an item is less than the demand, the price of the item will be high. Increase the supply and the price will come down. (3) People who have money require that they be paid for the use of their money. The cost of a medical education is high and it is an expense to use the money to pay for the education. (4) The costs of law suits. Lawyers and their frivolous lawsuits are a cancer in the system. We need to remove the cost of malpractice insurance premiums. (5) The high cost of drugs can be brought down by increasing the supply. Buy from Canada and everyplace else in the world. (6) The high cost of medical equipment. (7) “I deserve more money”.
1.0. Comparison. Consumers must
be able to comparison shop. Health
Care providers will be
required to post: prices, school grades, ethics complaints, and
IQ.
2.0.0. Providers
2.1.0. Supply
When the supply of health care providers is less than the demand for
health care, then the price will be high.
Increase the supply of medical care and move the supply line to the dashed line labeled "New Supply". The new price for medical care will drop to price "B" with the indicated intersection of "New Supply" and "Demand" . There will also be an increase in the quantity of medical care provided as indicated by the shift of the intersection to the right. More thrifty people will have affordable health care.
2.1.1. Physicians
The number of physicians is limited by high barriers to entry.
The barriers to entry are: (1) cost of training, (2) admission to
medical
school. Remove all barriers to entry.
2.1.2. Nurse Practitioners
Increase the supply of health care providers by licensing Nurse
Practitioners.
Nurse Practitioners will post the percentile rank of their scores on 3 Intelligence Tests and on the test of Critical Reasoning. This will allow prospective patients to evaluate the Practitioners' intellectual power.
Nurse Practitioners will post all of their school grades. This will allow prospective patients to evaluate how much knowledge the Practitioners acquired while in school.
Nurse Practitioners will post their prices. Copies of the prices will be given to prospective patients at a price of $ .10 per page with at least 50 treatments on each page. This will allow prospective patients to compare prices.
Nurse Practitioners will tell the patient the price of the recommended treatment before the treatment is administered. This will give the patients the opportunity to accept or reject the treatment.
Nurse Practitioners will post all
Hearings by the Medical Board concerning
the Nurse Practitioner.
This will give prospective patients a way to evaluate the
Practitioners'
competency and ethics.
3.0. Training.
Increase the number of people who are trained to practice
medicine.
The number of people admitted to medical schools in the U.S. is
limited.
Create more medical schools. Train people in Canada, England, and
Europe.
3.1. Costs.
Remove the cost of training from the price the physician charges.
Provide “free” medical training. Physicians trained in this
program
will have a percent surtax on their income. If the physician’s
income
is low, the surtax will be low. This surtax will be used to maintained
the “free” education fund.
3.2. Availability.
Train the physicians in this program in Canada, Europe, and new
government
teaching hospital.
4.0. Suing Costs.
Remove the costs of malpractice insurance premiums from the cost of
health care. Forbid suing physicians for malpractice. In
return,
create a Competency Board and remove incompetent physicians from the
practice
of medicine.
5.0.0. Drugs Costs
5.1.0. Supply
5.1.1. Buy worldwide. Authorize pharmacists to buy drugs
anywhere in the world. Increase the supply.
5.2.0. Development Cost. Taxpayer-funded research cost
must be removed from the price of drugs.
6.0. Equipment Costs.
Provide taxpayer money to buy needed equipment. Increase the
surtax.
7.0. The attitude of people with an M.D. degree that they are due a lot of money. Many people who are CEO’s also have this attitude.
