Georgia General Assembly: 2002 Session GenAss02

(Issues that I would have worked to enact into law if I had been elected to the Georgia General Assembly House 33 Post 3)

1. Rats. Require all building doorways that open to the outside, to have self closing doors.

2. Printers. They must turn over to the customer all items that were created to do that customer’s job.

3. Photographers. They must turn over to the customer all items that were created to do that customer’s job.

Campaign contributions.  Only a person living within the area that the elected official serves may give money to that campaign.  Corporation cannot give money.  Unions cannot give money.  Organizations cannot give money.  Only qualified people can give money.

5. Land development. The land owner pays for water lines, sewage lines, and roads.

6. Sales tax. Create a regressive formula

7. City & county of Sandy Springs, create.

8. Atlanta authorized to tax payrolls.

9. Second Perimeter highway, build.

10. Build another dam in North Georgia.

11. Schools. A teacher and some students are the school. Pay other employees less than teacher

12. New businesses. No license fees for 5 years.

13. Promote Nurse Practitioner .

14. Income Tax. Create a proportional increase formula.

16. Schools. Money is allocated by students. Students spend the money at the school of their choice.

17. Driving.

Written exam. Use computer simulation. Printed tests with diagrams.

Make illegal signs that do not conform to law: "Not responsible for objects coming from the road", "Share the road with a runner", "Caution this truck makes wide right turns". "Keep 100 feet back"

Add to following too closely the "2 second rule".

Unmarked Patrol cars with cameras. Trucks that change lanes in front of cars to punished the car from not driving over the speed limit.

State Patrol Radio net. No dead spots. GPS system

Eye exam to judge closing distances. People are being killed because drivers cannot discern that the distance between their vehicle and the vehicle ahead is getting smaller. The driving textbooks list 4 eye tests that are applicable to driving.

Flag. The 1956 flag was a great flag. I screamed at the idiots in the legislature not to change the flag. The simpletons did not listen. Everyone should agree that is flag that everyone enjoyed then . Fly all of the flags that have flown over. The same kind of simpletons that fired on Fort Sumter - dumb. A nation of cotton farmers cannot defeat a nation of machinists.

Pay structure. Top is paid only 5% more than the bottom. No Sales, no production schedule, no competence. Merit System (State Personnel System) in the 1960's: Head was a paint salesman. The head of the Health Department Personnel was a Sociology major - no training in personnel. Make the pay difference based on IQ and knowledge.

State Personnel Board. Add 3 Ph.D. Industrial Psychologists. One from Tech, one from UGA, one from Lockheed.

Medical cannot sue for collection, cannot force the customer to pay for products/services that the consumer did not comparison-shop. * post prices * allow customer to make a choice

Fireproof apartments. building a kindle pile and renting living space must stop.

23.

Mold, high moisture content, require exhaust/venting fans in bathroom and kitchen.

24.

Rented dwellings with low insulation in walls & ceiling. The heating-A/C costs are being borne by tenants. “Slum Tree”

25.

Forbid changing an employee’s rate of pay for the last check.

26.

Forbid increasing the price of a service from the "quote price".

27.

Government jobs. Top job pays 5% more than job that is the essence of the department.

28.

Real Property Taxes. Apartments will be valued at 12 times rental income. Value will be recompute every year. Millage rate will be progressive.

29.

All law enforcement personnel will be required to take 3 IQ tests, and the Test of Critical Reasoning, and the MMPI.
